据赞比亚内阁秘书帕特里克·K·康瓦发布的声明，赞比亚共和国驻华特命全权大使伊万·齐乌卢（Ivan Chiluba）阁下不幸于 2026 年 7 月 30 日星期四在卢萨卡大学教学医院因病逝世。中国城市发展联盟海外联合发展工作委员会（以下简称“中城海合会”）全体同仁对此深感震惊与悲痛，谨致以最沉痛的哀悼。
齐乌卢大使阁下是赞比亚杰出的外交家，更是中赞传统友谊的坚定守护者与务实合作的积极推动者。在任期间，他始终致力于深化两国全面战略合作伙伴关系，全力推动共建“一带一路”倡议及“十大伙伴行动”在赞比亚的落地生根。他高度重视中赞经贸往来，大力推介赞比亚铜、锂等优势资源，并亲自出席包括 2026 年 6 月在长沙举办的赞比亚经贸合作与投资对接会在内的多项重要活动，为促进两国企业互联互通与双向投资倾注了大量心血。
大使阁下对中国经济社会发展成就深有感触。他曾高度评价中国全过程人民民主的宝贵经验及基础设施建设的巨大成就，并指出中国清晰的发展规划为包括赞比亚在内的合作伙伴提供了“实实在在的合作机遇”。在陕访问期间，他积极推动中赞绿色产业与循环经济合作，为两国可持续发展擘画了新蓝图。
作为致力于促进中赞经贸交流的桥梁，中城海合会与齐乌卢大使阁下在推动双边关系的进程中紧密合作。我们深切缅怀大使阁下对中资企业的真诚关怀与支持，他的睿智、敬业与热忱将永远铭刻在我们心中。
齐乌卢大使的离世，不仅是赞比亚外交界的重大损失，也是中赞友好事业的巨大损失。在此，我们谨向大使阁下的家属、赞比亚驻华大使馆及赞比亚人民致以最深切的哀悼与慰问。

According to a statement released by Patrick K. Kangwa, Cabinet Secretary of Zambia, His Excellency Ivan Zyuulu, Ambassador Extraordinary and Plenipotentiary of the Republic of Zambia to China, passed away on Thursday, July 30, 2026, at the University Teaching Hospital in Lusaka after a period of illness. The Overseas Joint Development Working Committee of the China City Development Alliance (hereinafter referred to as “CCDA Overseas Committee”) is deeply shocked and saddened by this news and extends its most sincere condolences.
His Excellency Ambassador Zyuulu was an outstanding diplomat of Zambia and a staunch guardian of China-Zambia traditional friendship as well as an active promoter of practical cooperation. During his tenure, he consistently dedicated himself to deepening the comprehensive strategic cooperative partnership between the two countries and fully promoted the implementation of the Belt and Road Initiative and the “Ten Major Partnership Actions” in Zambia. He attached great importance to China-Zambia economic and trade relations, vigorously promoted Zambia’s advantageous resources such as copper and lithium, and personally attended numerous important events including the Zambia Economic and Trade Cooperation and Investment Matching Meeting held in Changsha in June 2026, pouring his heart and soul into promoting interconnectivity and two-way investment between the two countries’ enterprises.
His Excellency Ambassador Zyuulu was deeply impressed by China’s socio-economic development achievements. He once highly praised the valuable experience of China’s whole-process people’s democracy and the tremendous achievements in infrastructure construction, pointing out that China’s clear development plan provides “substantial cooperation opportunities” for partners including Zambia. During his visit to Shaanxi, he actively promoted China-Zambia cooperation in green industries and circular economy, drawing a new blueprint for the sustainable development of both countries.
As a bridge dedicated to promoting China-Zambia economic and trade exchanges, the CCDA Overseas Committee closely cooperated with His Excellency Ambassador Zyuulu in advancing bilateral relations. We deeply cherish his sincere care and support for Chinese enterprises in Zambia, and his wisdom, dedication, and enthusiasm will forever be engraved in our hearts.
The passing of Ambassador Zyuulu is not only a great loss to Zambia’s diplomatic community but also a tremendous loss to the cause of China-Zambia friendship. Here, we extend our deepest condolences and sympathy to the family of His Excellency Ambassador Zyuulu, the Embassy of Zambia in China, and the people of Zambia.
Though his voice and presence are gone, his exemplary conduct will endure forever. May His Excellency Ambassador Zyuulu rest in peace.
