2026年6月23日,中国城市发展联盟海外联合发展工作委员会(以下简称“中城海合会”)与南苏丹共和国驻华大使馆在京举行工作会谈。双方围绕深化地方务实合作、推进矿业及商务平台建设等议题深入交换意见,达成广泛共识。

南苏丹驻华副大使杰西·洛伊里亚代表使馆出席会谈。副大使表示,南苏丹设有13个州(含3个行政区),各地区资源禀赋各异。为推动合作项目高效落地,建议建立中国省份与南苏丹相关州的直接对接机制,在州政府层面开展务实合作。这一模式有助于发挥地方主导作用,优化审批流程,提升项目落地效率。
中城海合会主任黄兆锦高度认可这一合作思路,认为省—州直接对接模式务实可行,有利于推动具体项目快速落地。中方建议由副大使推荐具备良好合作基础的州,中方匹配相应省份建立友好合作关系,在经贸、文化、旅游等领域开展全方位合作。
会谈中,双方就签署合作协议事宜达成一致。该协议旨在规范合作流程,保护双方合法权益,进一步夯实合作基础。双方强调,此次合作建立在深厚的兄弟情谊和友好互信基础之上,中城海合会将积极支持南苏丹驻华使馆的各项工作开展。
南苏丹将于2026年12月举行全国大选。副大使表示,希望在大选前推动更多实际项目落地运营。双方明确了以下重点合作方向:
——矿业合作:副大使表示已梳理成熟的相关矿产项目资源,后续将与中方探讨具体合作方案。
——地质勘探技术合作:双方探讨引入中国先进地质勘探技术力量,共同参与矿业合作项目,提升资源勘探开发水平。
——推进国家商务中心建设:双方建议由副大使和中方代表共同牵头推动两国商务中心建设,设立执行主任负责日常运营,促进两国企业资源对接和信息互通。
——深化合作机制:双方同意建立常态化授权合作机制,为双方对外洽谈提供便利,全面提升合作效率。
本次会谈气氛友好务实。双方就建立省—州直接友好合作关系达成原则共识,并共同签署合作协议。双方明确将矿业合作作为后续重点推进方向,同意推进两国商务中心建设,深化授权合作机制,并初步确定首个合作对接州。

中城海合会黄兆锦主任表示,下一步将加快推进合作协议落地见效,推动匹配省份与南苏丹推荐州建立对接,配合副大使引荐专业技术团队商讨矿业合作方案,同步推进商务中心筹建及各项机制完善事宜,力争在2026年12月大选前落实一批实际合作项目,为中南友好合作注入新动力。

China City Development Alliance Overseas Joint Development Working Committee Holds Working Talks with Embassy of the Republic of South Sudan in China
On June 23, 2026, the China City Development Alliance Overseas Joint Development Working Committee (hereinafter referred to as the "CCDA Overseas Committee") held working talks with the Embassy of the Republic of South Sudan in China in Beijing. The two sides engaged in thorough exchanges of views on deepening subnational practical cooperation and advancing the development of mining and business platform projects, reaching broad consensus.
Deputy Ambassador Jesse Loyria of South Sudan attended the talks on behalf of the embassy. The Deputy Ambassador noted that South Sudan comprises 13 states (including 3 administrative areas), each with distinct resource endowments. To facilitate the efficient implementation of cooperative projects, he proposed establishing a direct matching mechanism between Chinese provinces and relevant South Sudanese states, enabling practical cooperation at the state government level. This approach, he said, would help leverage the leading role of subnational governments, streamline approval procedures, and enhance project implementation efficiency.
Huang Zhaojin, Director of the CCDA Overseas Committee, highly endorsed this cooperative approach, describing the province-to-state direct matching model as pragmatic and feasible, and conducive to accelerating the delivery of specific projects. The Chinese side suggested that the Deputy Ambassador recommend states with sound cooperative foundations, and that China identify corresponding provinces to establish sisterhood relations, facilitating all-round cooperation in areas including economy, trade, culture, and tourism.
During the talks, both sides reached agreement on signing a cooperation agreement. The agreement is designed to standardize cooperation procedures, protect the legitimate rights and interests of both parties, and further consolidate the foundation for collaboration. Both sides emphasized that this cooperation is built upon deep fraternal bonds and friendly mutual trust, and that the CCDA Overseas Committee will actively support the Embassy of South Sudan in its various endeavors.
South Sudan is scheduled to hold its national general elections in December 2026. The Deputy Ambassador expressed the hope that more practical projects would be launched and operationalized before the elections. Both sides identified the following key areas for cooperation:
n Mining Cooperation: The Deputy Ambassador stated that mature mineral project resources have been compiled and will be discussed with the Chinese side regarding specific cooperation plans.
n Geological Exploration Technology Cooperation: Both sides discussed introducing advanced Chinese geological exploration technological expertise to jointly participate in mining cooperation projects, thereby enhancing resource exploration and development capabilities.
n Advancing the National Business Center Construction: Both sides proposed that the Deputy Ambassador and the Chinese representative jointly spearhead the development of a bilateral business center, with an Executive Director to be appointed for daily operations, facilitating corporate resource alignment and information exchange between the two countries.
n Deepening Cooperation Mechanisms: Both sides agreed to establish a routine authorized cooperation mechanism to facilitate external negotiations on behalf of both parties and comprehensively improve cooperation efficiency.
The talks were conducted in a friendly and pragmatic atmosphere. Both sides reached an in-principle consensus on establishing direct province-to-state friendly cooperative relations and jointly signed a cooperation agreement. Both sides identified mining cooperation as a priority area for subsequent efforts, agreed to advance the construction of a bilateral business center, deepen the authorized cooperation mechanism, and preliminarily identified the first state for cooperative engagement.
Director Huang Zhaojin of the CCDA Overseas Committee stated that, in the next phase, efforts will be accelerated to implement the cooperation agreement, facilitate the matching of Chinese provinces with the states recommended by South Sudan, coordinate with the Deputy Ambassador to introduce specialized technical teams for discussing mining cooperation plans, and simultaneously advance the preparatory work for the business center and the refinement of various mechanisms. The goal is to deliver a number of tangible cooperative projects before the December 2026 general elections, injecting new momentum into China-South Sudan friendly cooperation.
