深化中马合作 推动中危“贸易先行”

63日,中国城市发展联盟海外联合发展工作委员会以下简称中城海合会主任黄兆锦先生会见了到访的马尔代夫共和国与危地马拉共和国重要嘉宾。马尔代夫共和国国土安全、劳动与技术部副部长阿米娜斯·舒胡哈(Aminath Shuhudha)女士、危地马拉共和国政治和商业顾问阿兰·马丁内斯·蒙特(Allan Martínez Mont)先生一行访问委员会。黄兆锦主任与两国嘉宾围绕深化多边经贸合作、搭建双向商业桥梁等核心议题展开了深入交流,并在多个重大合作事项上达成丰硕共识。

在与马尔代夫代表团会谈中,黄兆锦主任与舒胡哈副部长就中国与马尔代夫的合作进程进行了全面回顾与前瞻。双方重点探讨了中国马尔代夫商业门户协会的建设事宜,一致同意将通过机制化、平台化的合作模式,进一步挖掘两国在基础设施建设、劳动技术交流及双边经贸领域的潜力,推动中马全面战略合作伙伴关系向更深层次、更广领域迈进。

中危贸易先行,以经促政铺设建交之路

黄兆锦主任在与危地马拉政治和商业顾问阿兰先生的交流中,聚焦两国巨大的经贸互补潜力。尽管中国与危地马拉尚未建立外交关系,但两国经贸往来势头强劲。数据显示,2025年中危双边贸易额达56.42亿美元,其中中方出口额55.07亿美元,进口额1.35亿美元,同比分别增长12.06%11.50%40.63%,展现出蓬勃的生命力。

目前,中国主要自危地马拉进口优质咖啡豆(尤其是安提瓜产区的精品豆)、蔗糖、香蕉、热带水果和坚果(如卡卡豆)、水产品及木材制品。阿兰先生特别强调,危地马拉咖啡豆品质卓越且极具价格优势,热忱欢迎中国企业加大采购力度,成为其最大采购商。

基于强劲的贸易基本面,中城海合会与危地马拉代表团商定,将秉持贸易先行、以经促政的思路,率先签署《商业合作备忘录》,以经贸友好为切入点,共同推动中危商务合作中心的实体化建设。初步规划将在危地马拉本土及中国重庆、广州南沙等地设立商务办公中心,打造双向贸易与投资的服务枢纽。此举旨在为中危未来建交铺设坚实道路,让两国友好深入民心,为两国人民携手共进创造更多切实福利。

顺应民心所向,期待外交新篇章

交流中,阿兰先生转达了危地马拉民众对与中国建交的强烈呼声。危地马拉各界日益认识到,同中国建立正常的国家关系是顺应历史大势、符合人民根本利益的必然选择。随着危地马拉国内政治的演进与新任总统选举的临近,中危关系迎来了新的契机。黄兆锦主任对此表示高度认同,并期待在坚持一个中国原则的基础上,通过夯实经贸合作基石,推动两国关系实现历史性突破。

黄兆锦主任表示,中城海合会将继续发挥桥梁与纽带作用,积极推进与马尔代夫、危地马拉的务实合作与机制建设。以经贸合作为压舱石,以民心相通为助推器,为构建更为紧密的中国与拉美、中国与印度洋地区命运共同体贡献力量。

 

Deepening China-Maldives Cooperation and Promoting "Trade First" with Guatemala – The CCDA Overseas Committee Successfully Hosts Delegations from Maldives and Guatemala

On June 3, Mr. Huang Zhaojin, Director of the China City Development Alliance Overseas Joint Development Working Committee (hereinafter referred to as the "CCDA Overseas Committee"), met with distinguished guests from the Republic of Maldives and the Republic of Guatemala. The delegation included H.E. Aminath Shuhudha, Deputy Minister of Homeland Security, Labour and Technology of the Republic of Maldives, and Mr. Allan Martínez Mont, Political and Commercial Advisor of the Republic of Guatemala. Director Huang Zhaojin engaged in in-depth discussions with the guests on core issues such as deepening multilateral economic and trade cooperation and building two-way commercial bridges, reaching fruitful consensus on several major cooperation matters.

Deepening China-Maldives Cooperation and Jointly Building a Commercial Gateway

During the meeting with the Maldives delegation, Director Huang Zhaojin and Deputy Minister Shuhudha conducted a comprehensive review and forward-looking discussion on the progress of China-Maldives cooperation. The two sides focused on the establishment of the "China-Maldives Commercial Gateway Association." They unanimously agreed to further tap the potential of bilateral cooperation in infrastructure construction, labour and technology exchange, and economic and trade fields through an institutionalized and platform-based cooperation model, promoting the China-Maldives comprehensive strategic cooperative partnership to reach deeper levels and broader scopes.

Trade First with Guatemala: Promoting Political Relations Through Economy to Pave the Way for Diplomatic Ties

During the exchange with Mr. Allan, Political and Commercial Advisor of Guatemala, Director Huang Zhaojin focused on the vast complementary economic and trade potential between the two countries. Although China and Guatemala have not yet established diplomatic relations, their economic and trade exchanges are robust. Data shows that in 2025, bilateral trade volume between China and Guatemala reached US$5.642 billion. Chinese exports amounted to US$5.507 billion, while Chinese imports were US$135 million, representing year-on-year growth of 12.06%, 11.50%, and 40.63% respectively, demonstrating vigorous vitality.

Currently, China mainly imports high-quality coffee beans (especially premium beans from the Antigua region), sugarcane, bananas, tropical fruits and nuts (such as cacao beans), aquatic products, and timber products from Guatemala. Mr. Allan specifically emphasized that Guatemalan coffee beans are of excellent quality and highly price-competitive, warmly welcoming Chinese enterprises to increase their procurement and become the largest buyer.

Based on this strong trade foundation, the CCDA Overseas Committee and the Guatemala delegation agreed to adhere to the principle of "Trade First: Promoting Political Relations Through Economy." They decided to take the lead by signing a Memorandum of Understanding (MOU) on commercial cooperation, using economic and trade friendship as an entry point to jointly promote the substantive establishment of a "China-Guatemala Business Cooperation Center." Preliminary plans include setting up commercial office centers in Guatemala, Chongqing, and Guangzhou Nansha in China, creating service hubs for two-way trade and investment. This initiative aims to pave a solid path for future diplomatic relations between China and Guatemala, allowing bilateral friendship to take root in the hearts of the people and creating tangible benefits for the peoples of both countries to forge ahead together.

Responding to the Aspirations of the People and Looking Forward to a New Chapter in Diplomacy

During the exchange, Mr. Allan conveyed the strong aspiration of the Guatemalan people for establishing diplomatic relations with China. Various sectors in Guatemala are increasingly recognizing that establishing normal state-to-state relations with China is an inevitable choice that follows the historical trend and aligns with the fundamental interests of the people. With the evolution of domestic politics in Guatemala and the approach of the new presidential election, a new opportunity has emerged for China-Guatemala relations. Director Huang Zhaojin expressed strong agreement and looked forward to achieving a historic breakthrough in bilateral relations by consolidating the foundation of economic and trade cooperation on the basis of adhering to the One-China principle.

Director Huang Zhaojin stated that the CCDA Overseas Committee will continue to play its role as a bridge and bond, actively promoting pragmatic cooperation and institutional building with the Maldives and Guatemala. Using economic and trade cooperation as a ballast and people-to-people connectivity as a booster, the Committee will contribute to building a closer community with a shared future for China and Latin America, and for China and the Indian Ocean region.
