2026年5月27日，中国城市发展联盟海外联合发展工作委员会（以下简称“中城海合会”）主任黄兆锦与安哥拉纳米贝省政治、社会与经济事务副省长阿贝尔·多·罗萨里奥·卡皮坦戈在北京举行工作午餐会。双方围绕设立商务中心、缔结友好城市及矿业合作等核心议题进行了深入、务实的交流，并达成广泛共识。
会上，黄兆锦主任表示，中城海合会作为重要协作平台，积极推动沙坪坝区政府与多个非洲国家共同设立商务中心，目前已成功落地埃及、埃塞俄比亚、乌干达等国项目。他诚挚希望安哥拉能尽快在重庆沙坪坝区设立本国商务中心。黄主任指出，中城海合会可直接与纳米贝省政府签订合作备忘录，通过这一机制，双方可绕开繁琐的使馆外交程序，实现“面对面”“点对点”的高效务实对接。
阿贝尔副省长对此表示积极响应。双方一致同意，将共同推动纳米贝省与重庆市沙坪坝区建立友好城市关系。沙坪坝区作为西部陆海新通道策源地，拥有千亿级智能终端产业集群，2025年规模以上汽车制造业产值已突破500亿元，其行政级别与纳米贝省对等，可直接签署合作协议，为双方合作提供坚实的制度与产业保障。
聚焦矿产开发，确立“政府对政府”合作模式
纳米贝省矿产资源丰富、种类齐全，并拥有一处未开采的稀土矿。针对矿业合作，双方明确了具体实施步骤：由中方提出所需矿种及需求量，纳米贝省副省长办公室团队负责实地勘验，并提供储量报告及各项合规手续，最后由中城海合会组织中国矿业企业赴安哥拉进行投资前考察。
阿贝尔副省长特别强调，纳米贝省坚定支持“政府对政府”的合作模式，不支持“人对人”的短期行为。通过签订权责清晰的三方合同，确保即使政府人事发生变动，既定合作依然有效，为中国企业投资吃下“定心丸”。
除矿业外，双方在新能源、新能源汽车、储能电池等领域也表达了强烈的合作意向。在渔业方面，重庆商务中心将依托丰富的捕捞、加工及海水养殖经验（如马尔代夫成功案例），为纳米贝省提供技术赋能。
在商贸流通领域，黄兆锦主任建议纳米贝省酒业公司派员赴重庆开展品牌红酒宣传，并通过中城海合会平台解决其塑料瓶、玻璃瓶的采购需求。同时，双方期望借鉴罗安达牛油果和芝麻采购的成功先例，在纳米贝省打造同样亮眼的商贸业绩。
针对下一步合作，双方已规划出清晰的推进路线图。中城海合会将与纳米贝省加速推进重庆沙坪坝商务中心的签约与揭牌工作，并计划邀请阿贝尔副省长赴重庆沙坪坝及广州南沙区实地考察。为深化经贸对接，双方拟于未来在重庆举办千人规模的“纳米贝投资论坛”及政企推介会，为中国龙头企业出海非洲搭建广阔平台。在矿业合作领域，中城海合会正抓紧梳理具体矿产需求清单，推动合作精准落地。此外，双方将开启高频互访机制：阿贝尔副省长结束深圳行程后，黄兆锦主任将陪同其赴重庆考察；未来，黄兆锦主任亦将率中国矿业企业代表团回访安哥拉，并赴罗安达深入调研，致力于将纳米贝省打造为媲美首都的投资合作新标杆。

Deepening China-Africa Economic Cooperation to Promote Integrated Industrial Development
——High-Level Talks Held Between CCDA Overseas Committee and Deputy Governor Abel of Namibe Province, Angola
On May 27, 2026, Huang Zhaojin, Director of the China City Development Alliance Overseas Joint Development Working Committee (hereinafter referred to as the "CCDA Overseas Committee"), held a working lunch in Beijing with Abel do Rosário Capitango, Deputy Governor for Political, Social, and Economic Affairs of Namibe Province, Angola. The two sides engaged in in-depth and pragmatic discussions on core issues including the establishment of a business center, the formation of sister-city relationships, and mining cooperation, reaching broad consensus.
Building a Direct Platform to Promote Business Center and Sister-City Development
During the meeting, Director Huang Zhaojin stated that the CCDA Overseas Committee, as an important collaborative platform, is actively promoting the joint establishment of business centers between the Shapingba District Government and several African countries, with projects already successfully implemented in Egypt, Ethiopia, and Uganda. He sincerely expressed the hope that Angola would soon establish its own business center in Chongqing's Shapingba District. Director Huang noted that the CCDA Overseas Committee can directly sign a memorandum of cooperation with the government of Namibe Province. Through this mechanism, the two sides can bypass cumbersome embassy diplomatic procedures and achieve efficient, pragmatic, face-to-face, and point-to-point engagement.
Deputy Governor Abel responded positively to this proposal. The two sides agreed to jointly promote the establishment of a sister-city relationship between Namibe Province and Shapingba District, Chongqing. As the cradle of the New International Land-Sea Trade Corridor (ILSTC), Shapingba District is home to a hundred-billion-level intelligent terminal industry cluster, with the output value of automobile manufacturing enterprises above the designated size exceeding 50 billion yuan in 2025. Its administrative level matches that of Namibe Province, enabling direct signing of cooperation agreements and providing solid institutional and industrial guarantees for bilateral cooperation.
Focusing on Mining Development, Establishing a Government-to-Government Cooperation Model
Namibe Province is rich in mineral resources with a complete variety, including an undeveloped rare earth mine. Regarding mining cooperation, the two sides clarified specific implementation steps: the Chinese side will propose the types and quantities of minerals required; the team from Deputy Governor Abel's office will conduct on-site surveys and provide reserve reports and various compliance documents; finally, the CCDA Overseas Committee will organize Chinese mining enterprises to conduct pre-investment inspections in Angola.
Deputy Governor Abel particularly emphasized that Namibe Province firmly supports the government-to-government cooperation model and does not support short-term person-to-person arrangements. By signing tripartite contracts with clear rights and responsibilities, it ensures that established cooperation remains valid even if government personnel changes occur, providing Chinese enterprises with the confidence to invest.
Expanding Cooperation Areas: New Energy, Agriculture, Fisheries, and Trade Move Forward Together
Beyond mining, the two sides also expressed strong interest in cooperation in new energy, new energy vehicles, and energy storage batteries. In the fisheries sector, the Chongqing Business Center will leverage its extensive experience in fishing, processing, and mariculture (such as successful cases in the Maldives) to provide technical support to Namibe Province.
In the field of trade and logistics, Director Huang Zhaojin suggested that wine companies from Namibe Province send personnel to Chongqing to promote their branded wines and address their procurement needs for plastic and glass bottles through the CCDA Overseas Committee platform. Meanwhile, both sides hope to draw on the successful precedents of avocado and sesame procurement in Luanda to achieve similarly impressive commercial results in Namibe Province.
Focusing on Project Implementation, Both Sides Map Out a Clear Cooperation Roadmap
For next-step cooperation, the two sides have formulated a clear and actionable roadmap. The CCDA Overseas Committee will accelerate the signing and inauguration of the Chongqing Shapingba Business Center with Namibe Province and plans to invite Deputy Governor Abel to conduct field inspections in Chongqing's Shapingba District and Guangzhou's Nansha District. To deepen economic and trade engagement, the two sides intend to host a "Namibe Investment Forum" and government-enterprise promotion events in Chongqing with a thousand participants, building a broad platform for leading Chinese enterprises to expand into Africa. In the mining cooperation sector, the CCDA Overseas Committee is diligently compiling a specific list of mineral demands to facilitate precise and targeted cooperation. Furthermore, the two sides will initiate a mechanism of high-frequency mutual visits: following Deputy Governor Abel's itinerary in Shenzhen, Director Huang Zhaojin will accompany him on an inspection tour in Chongqing; in the future, Director Huang Zhaojin will also lead a delegation of Chinese mining enterprises on a return visit to Angola, conducting in-depth research in Luanda, with the aim of establishing Namibe Province as a new benchmark for investment cooperation comparable to the capital city.
The talks concluded successfully in a cordial and pragmatic atmosphere. Taking this as an opportunity, the CCDA Overseas Committee will fully leverage its platform advantages in resource integration to join hands with Namibe Province, Angola, and jointly write a new chapter in local China-Africa economic and trade cooperation.
