深耕中马合作,用成果践行诺言 ——中城海合会赴马尔代夫开展深度合作纪实

再访马尔代夫,这座印度洋上的群岛国度依然生机勃勃。首都马累的水果蔬菜批发市场,琳琅满目的进口果蔬诉说着岛国对外部资源的依赖;新鲜槟榔叶与槟榔片在摊位间流转,勾勒出当地居民独特的生活图景。而最令人心潮澎湃的,莫过于渔业贸易市场——多品类新鲜海产从船码头直接进场,分类批发、有序流转,尤以体型硕大的黄鳍金枪鱼最为抢眼。渔民们忙碌而有序地完成进鱼、分割、冷藏、发货的全流程,让人不禁感慨:餐桌上的每一份鲜美,都承载着渔民们在大海中逐浪捕捞的艰辛,而他们的喜悦,也正源于这份来自深海的馈赠在世界各个角落被分享。

这正是中国城市发展联盟海外联合发展工作委员会(以下简称:中城海合会)深耕中马合作的生动注脚。

不足一年,成果斐然——以执行力证明实力

自成立以来,中城海合会在主任黄兆锦先生的带领下,以高效务实的作风,在不到一年的时间里取得了令人瞩目的合作成果。在马尔代夫驻华大使法泽尔·纳吉布阁下、中国驻马尔代夫大使孔宪华阁下,以及马尔代夫渔业、农业和海洋资源部施亚姆部长、阿迈德国务部长的大力支持下,中城海合会全面推进中马双边合作,取得了一系列标志性成果:

一、金枪鱼贸易实现历史性突破。

在中国成功举办了“中马自由贸易协定”生效后首次马尔代夫金枪鱼及鱼类产品进出口发布会,标志着马尔代夫优质海产正式大规模进入中国市场,为中马经贸合作注入了新的活力。

二、打造首个专注马尔代夫鱼类食品品牌。

中城海合会带领合作伙伴发布国内首个专注马尔代夫鱼类的食品品牌——“锦味岛”,致力于将马尔代夫的深海美味以品牌化、标准化的方式呈现给中国消费者。

三、建立粤港澳大湾区合作桥头堡。

在中国广东省广州市南沙区委区政府的大力支持下,成功建立“中国马尔代夫(粤港澳大湾区)文化旅游商务合作中心”,搭建起两国在文旅、商务领域常态化对接的重要平台。该中心已成功接待马尔代夫港口公司、渔业公司赴广州南沙开展合作考察。

四、开创社会组织合作新模式。

近期,中城海合会与中国马尔代夫商业门户协会达成共识,实行两国双主席制的深度合作模式,开创了社会组织资源跨境合作的新范式。

受总统接见,中马合作驶入快车道

2025年12月13日,中城海合会主任黄兆锦先生受邀出席马尔代夫第45届渔民节庆典,并受到穆伊兹总统阁下的亲切接见。在会见中,黄兆锦主任深刻领略了穆伊兹总统亲民务实的领袖风采,并代表中城海合会向总统阁下汇报了投资合作计划。此次高层会晤预示着中马合作正全面驶入快车道,更多合作链接相继诞生,双边互动日益紧密。

拜会中国驻马大使,共绘合作蓝图

在马尔代夫期间,黄兆锦先生率团拜会了中国驻马尔代夫大使孔宪华阁下,系统全面地汇报了近期中马深度合作项目的进展情况,涵盖马尔代夫金枪鱼系统产品贸易推进、“锦味岛”品牌宣传推介、中国马尔代夫文化旅游商务中心启动运行、广州南沙区委区政府的大力支持协助,以及切合马尔代夫实际需求的新能源储能项目战略规划、低空经济与飞行汽车、海水养殖、岛屿开发等刚需产业发展方向。

孔宪华大使对中城海合会前期的工作成果给予了充分肯定,并全面分析解读了马尔代夫当前的国情现状和急需发展的产业方向。孔大使特别指出,应重点推进以下领域的中马合作:

- 青年阶层培训教育,为马尔代夫可持续发展储备人才力量;

- 数字经济与数字人民币结算,推动双边贸易便利化;

- 生态农业,助力马尔代夫提升食品自给能力;

- 充分利用中国成熟的技术、设备、资金和经验优势;

- 借助两国间重大活动契机,办好双边深度合作论坛,带动中马双向发展。

孔大使的深入分析与前瞻建议令代表团深受启发。黄兆锦先生表示,中城海合会将一如既往地以成果说话,用行动践行诺言,持续推动中马合作走深走实。

展望未来,携手共进

从马累渔港的繁忙景象到总统府的高层会晤,从金枪鱼贸易的历史性突破到粤港澳大湾区合作中心的落地运行,中城海合会始终秉持“以成果说话、以行动践行”的工作理念,致力于搭建中马两国经贸、文旅、科技等多领域合作的桥梁。

未来,中城海合会将继续在黄兆锦主任的带领下,深耕中马合作沃土,推动更多务实成果落地生根,为两国人民的福祉与繁荣贡献绵薄之力。

Deepening China-Maldives Cooperation, Fulfilling Commitments with Concrete Results
– A Report on the CCDA Overseas Committee’s In-Depth Cooperation Mission to the Maldives

Returning to the Maldives, this archipelagic nation in the Indian Ocean remains as vibrant as ever. At the fruit and vegetable wholesale market in Malé, a dazzling array of imported produce tells the story of the island nation’s reliance on external resources. Fresh betel leaves and sliced betel nuts change hands among the stalls, painting a unique picture of local life. Most exciting of all is the fish market, where a wide variety of fresh seafood arrives directly from the docks, sorted and distributed in an orderly manner. The most eye-catching is the large yellowfin tuna. Fishermen work busily and methodically, handling everything from receiving the catch to cutting, refrigeration, and shipping. It is a powerful reminder: every delicious piece on the table carries the hardship of fishermen chasing waves at sea, and their joy comes from knowing that these gifts from the deep are shared across the world.

This is the vivid backdrop against which the China City Development Alliance Overseas Joint Development Working Committee (hereinafter referred to as the "CCDA Overseas Committee") operates.

Less Than a Year, Remarkable Achievements – Proving Capability with Results

Since its establishment, under the leadership of its Director, Mr. Huang Zhaojin, the CCDA Overseas Committee has adopted an efficient and pragmatic approach, achieving impressive results in less than a year. With the strong support of H.E. Mr. Fazeel Najeeb, Maldivian Ambassador to China; H.E. Mr. Kong Xianhua, Chinese Ambassador to the Maldives; Hon. Mr. Shiyam, Minister of Fisheries, Agriculture and Marine Resources of the Maldives; and Hon. Mr. Ahmed Ameed, State Minister of the same ministry, the CCDA Overseas Committee has comprehensively promoted bilateral cooperation and achieved a series of landmark outcomes:

1. A Historic Breakthrough in Tuna Trade
The Committee successfully organized the first import and export promotion conference for Maldivian tuna and fish products since the entry into force of the China-Maldives Free Trade Agreement. This event marked the official large-scale entry of high-quality Maldivian seafood into the Chinese market, injecting new vitality into China-Maldives economic and trade cooperation.

2. Launch of the First Dedicated Maldivian Fish Food Brand
Together with its partners, the CCDA Overseas Committee launched "Jinwei Island" – China’s first food brand dedicated to Maldivian fish products. The brand is committed to bringing the deep-sea delicacies of the Maldives to Chinese consumers in a branded, standardized manner.

3. Establishment of a Cooperation Bridgehead in the Guangdong-Hong Kong-Macao Greater Bay Area
With the strong support of the Nansha District Government in Guangzhou, Guangdong Province, the "China-Maldives (Guangdong-Hong Kong-Macao Greater Bay Area) Cultural Tourism and Commercial Cooperation Center" was successfully established, creating an important platform for regular exchanges between the two countries in the fields of culture, tourism, and commerce. The center has since hosted delegations from Maldivian port companies and fisheries companies for cooperative visits to Nansha.

4. Creation of a New Model for Cooperation Between Social Organizations
Recently, the CCDA Overseas Committee and the China-Maldives Business Gateway Association reached a consensus to implement a dual-chairmanship model of deep cooperation, establishing a new paradigm for cross-border collaboration between social organizations.

Received by the President – China-Maldives Cooperation Enters the Fast Lane

On December 13, 2025, Mr. Huang Zhaojin was invited to attend the 45th Fishermen’s Day celebration in the Maldives and was cordially received by H.E. Dr. Mohamed Muizzu, President of the Republic of Maldives. During the meeting, Mr. Huang expressed his deep appreciation for President Muizzu’s approachable and pragmatic leadership style and presented the Committee’s investment and cooperation plans on behalf of the CCDA Overseas Committee. This high-level meeting signals that China-Maldives cooperation is now fully entering the fast lane, with more cooperative links being forged and increasingly close bilateral interactions.

Meeting with the Chinese Ambassador to the Maldives, Drawing a Blueprint for Cooperation

During his stay in the Maldives, Mr. Huang Zhaojin led a delegation to meet with H.E. Mr. Kong Xianhua, Chinese Ambassador to the Maldives. He provided a systematic and comprehensive report on recent progress in in-depth China-Maldives cooperation projects, covering: the promotion of Maldivian tuna product trade, the "Jinwei Island" brand campaign, the operation of the China-Maldives Cultural Tourism and Commercial Cooperation Center, the strong support from the Nansha District Government, as well as strategic plans for energy storage projects tailored to the Maldives’ actual needs, low-altitude economy and flying cars, marine aquaculture, island development, and other essential industrial sectors.

H.E. Ambassador Kong Xianhua fully affirmed the Committee’s previous work and provided a detailed analysis of the Maldives’ current situation as well as priority areas for industrial development. Ambassador Kong specifically highlighted the following sectors for enhanced China-Maldives cooperation:

a. Youth training and education, to build talent capacity for the Maldives’ sustainable development;

b. Digital economy and digital yuan settlement, to facilitate bilateral trade;

c. Ecological agriculture, to help the Maldives improve its food self-sufficiency;

d. Fully leveraging China’s mature technology, equipment, capital, and experience;

e. Taking advantage of major events between the two countries to organize in-depth bilateral cooperation forums, thereby promoting mutual development.

Ambassador Kong’s in-depth analysis and forward-looking advice greatly inspired the delegation. Mr. Huang Zhaojin stated that the CCDA Overseas Committee will continue to let results speak and actions fulfill its commitments, persistently promoting deeper and more substantive China-Maldives cooperation.

Looking Ahead, Moving Forward Together

From the bustling fishing port of Malé to high-level meetings at the President’s Office, from historic breakthroughs in tuna trade to the operational launch of the Greater Bay Area cooperation center, the CCDA Overseas Committee has always adhered to its working philosophy of "letting results speak and actions fulfill commitments." It remains dedicated to building a bridge for cooperation between China and the Maldives in trade, economy, culture, tourism, technology, and other fields.

In the future, under the leadership of its Director, Mr. Huang Zhaojin, the CCDA Overseas Committee will continue to cultivate the fertile ground of China-Maldives cooperation, promote the implementation of more practical outcomes, and contribute modestly to the welfare and prosperity of the peoples of both countries.
