2026年4月16日，应纳米比亚驻华使馆邀请，中国城市发展联盟海外联合发展工作委员会（以下简称“中城海合会”）主任黄兆锦先生出席了在北京举行的“纳米比亚-中国商务论坛”。本次论坛聚焦纳米比亚投资机遇与监管框架，旨在深化中纳两国在经贸、投资、基础设施及文化等领域的务实合作。

论坛开幕式上，纳米比亚驻华大使托纳塔·埃姆武拉阁下致欢迎辞，强调中纳传统友谊与经贸合作的重要性。随后，正在中国进行正式访问的纳米比亚国际关系与贸易部部长塞尔玛·阿希帕拉-穆萨维阁下发表了关于纳米比亚投资机遇与监管框架的主旨发言，系统介绍了纳米比亚在能源、矿产、海水淡化、基础设施建设等领域的投资潜力和政策环境。

黄兆锦主任在论坛期间表示，中城海合会高度重视与纳米比亚的合作。他指出，中城海合会近期正积极推动多个重点项目，包括纳米比亚海水淡化项目、矿业投融资开发深度合作项目，以及计划在广州南沙设立文化旅游商务合作中心。黄主任特别提到，此前已就上述项目与纳米比亚方面进行了深入沟通，部长阁下对合作进展表示肯定，并欢迎委员会尽快组团访问纳米比亚，进一步对接落地事宜。

在论坛期间，纳米比亚国际关系与贸易部部长塞尔玛·阿希帕拉-穆萨维阁下还单独接见了黄兆锦主任及中城海合会成员，就项目推进、政策支持及未来合作机制进行了专题交流。部长阁下对委员会务实高效的工作表示赞赏，并期待双方在更多领域实现互利共赢。

此次论坛为深化中纳经贸合作注入了新动力。中城海合会将继续发挥桥梁作用，推动中国企业积极参与纳米比亚经济社会发展，助力共建“一带一路”高质量发展。

Mr. Huang Zhaojin, Director of CCDA Overseas Committee, Attends Namibia-China Business Forum

On April 16, 2026, at the invitation of the Embassy of Namibia in China, Mr. Huang Zhaojin, Director of the China City Development Alliance Overseas Joint Development Working Committee (hereinafter referred to as the "CCDA Overseas Committee"), attended the Namibia-China Business Forum held in Beijing. The forum focused on investment opportunities and the regulatory framework in Namibia, aiming to deepen pragmatic cooperation between China and Namibia in areas such as economy, trade, investment, infrastructure, and culture.

During the opening ceremony, H.E. Ms. Tonata Elvis, Ambassador of Namibia to China, delivered a welcoming address, emphasizing the importance of traditional friendship and economic and trade cooperation between Namibia and China. Subsequently, H.E. Ms. Selma Ashipala-Musavyi, Minister of International Relations and Trade of Namibia, who is on an official visit to China, delivered a keynote speech on investment opportunities and the regulatory framework in Namibia. She systematically outlined the investment potential and policy environment in sectors such as energy, mining, seawater desalination, and infrastructure development.

During the forum, Director Huang Zhaojin stated that the CCDA Overseas Committee places great importance on cooperation with Namibia. He noted that the Committee is currently actively advancing several key projects, including the Namibia seawater desalination project, in-depth cooperation in mining investment and financing development, and the planned establishment of a cultural tourism and business cooperation center in Nansha, Guangzhou. Director Huang specifically mentioned that in-depth discussions have already been held with the Namibian side regarding these projects. The Minister acknowledged the progress of the cooperation and welcomed the Committee to organize a delegation to visit Namibia as soon as possible to further coordinate implementation matters.

On the sidelines of the forum, H.E. Ms. Selma Ashipala-Musavyi, Minister of International Relations and Trade of Namibia, also held a separate meeting with Director Huang Zhaojin and members of the CCDA Overseas Committee. They conducted dedicated discussions on project advancement, policy support, and future cooperation mechanisms. The Minister praised the Committee's pragmatic and efficient work and expressed anticipation for achieving mutual benefits and win-win outcomes in more areas.

This forum has injected new momentum into deepening economic and trade cooperation between Namibia and China. The CCDA Overseas Committee will continue to serve as a bridge, promoting active participation by Chinese enterprises in Namibia's economic and social development and contributing to the high-quality development of the Belt and Road Initiative.
