中城海合会与广州南沙区共推“中非国际商务中心”建设 打造中非合作新高地

2026416日,中国城市发展联盟海外联合发展工作委员会(以下简称中城海合会与广州市南沙区政府在北京举行工作推进会。双方就中非国际商务中心项目建设、社会组织平台发展及下一步合作方向进行了深入交流,并达成一系列重要共识。南沙区常务副区长孙勇、中城海合会主任黄兆锦出席会议并讲话。

聚焦平台建设 确立三步走推进路径

会议明确,双方将心无旁骛、坚定推进中非国际商务中心在南沙的落地与扩展。南沙区政府已将该项目列为重点工作和十五五规划重要内容,将在场地提供、活动组织、外联对接等方面给予全力支持。

黄兆锦主任指出,当前压倒一切的核心任务是先把中心平台搭建起来、做出规模,只有形成规模效应,才能产生影响力,进而有效配置资源。围绕这一目标,会议确立了项目推进的三步走战略:当前阶段的核心任务是搭建平台、扩展规模,全年目标新增15家国家商务中心,加上已落成的2家,使入驻国家总数达到17家;在推进平台建设的同时,同步举办小型研讨会、商务论坛及大型论坛等活动,持续提升平台影响力;在前两步基础上,后续将重点推动贸易成交、项目落地、两国双园等实质性合作,实现平台的自我造血功能。

克服挑战 加速场地落实

会议通报了当前项目进展:目前已落户2个国家商务中心,中城海合会与纳米比亚、莫桑比克、塞拉利昂、贝宁等多个非洲国家建立了直接联系,总统、总理、第一夫人等高层均有来访或合作意向。

同时,会议也直面当前瓶颈——办公场地装修尚未完成,影响了外方考察和后续招商。黄兆锦主任表示,希望南沙区尽快配合完成至少一层楼的装修,以便尽快挂牌、邀请外方考察。孙勇常务副区长对此给予积极回应,表示将尽快确定装修方案、加速推进,确保项目早日具备实体运营条件。

南沙定位为核心主阵地 全国联动协同发展

会议还讨论了中城海合会的全国布局。除南沙外,重庆、杭州、江苏、长沙等地也在积极对接。黄兆锦主任强调,南沙凭借大湾区国际枢纽地位、完善的会展会议设施以及与非洲的海运通道优势,是平台方的核心主阵地,其他区域将作为联动和补充。

强化合规运营 打造最靠谱平台

孙勇常务副区长在实地考察后表示,中城海合会确实是一帮人在做实事的,不像有些机构只是挂牌,这增强了区里继续支持的信心。黄兆锦主任表示,中城海合会将继续坚持合规运营,珍惜多国大使给予的最靠谱、最真实的社会组织评价,同时警惕海外中资企业偷税漏税等问题对平台形象的连带影响。

下一步行动

会议明确了下一步分工:中城海合会南沙商务中心将尽快出具场地装修方案,由南沙区政府协调落实;全年目标新增15家国家商务中心入驻;结合外国政要到访节点,在南沙举办系列研讨会、论坛等活动;江苏精享裕投资集团等关联企业将与南沙业务相关的公司及业务尽快转移至南沙。

黄兆锦主任表示:先搭台子,再唱戏。没有平台规模,谈项目落地没有分量。中城海合会将坚定信心、心无旁骛,与南沙区政府紧密配合,把中非国际商务中心打造成中非合作的国家级标杆平台。

China City Development Alliance Overseas Joint Development Working Committee and Guangzhou Nansha District Jointly Promote the Construction of the "China-Africa International Business Center" to Create a New Highland for China-Africa Cooperation

April 16, 2026 – The China City Development Alliance Overseas Joint Development Working Committee (hereinafter referred to as "CCDA Overseas Committee") held a project promotion meeting with the Guangzhou Nansha District Government in Beijing. The two sides conducted in-depth discussions on the construction of the "China-Africa International Business Center" project, the development of social organization platforms, and the direction of future cooperation, reaching a series of important consensus. Mr. Sun Yong, Executive Deputy Head of Nansha District, and Mr. Huang Zhaojin, Director of the CCDA Overseas Committee, attended the meeting and delivered speeches.

Focusing on Platform Construction and Establishing a Three-Step Implementation Path

The meeting made it clear that both sides will focus their efforts and steadfastly promote the implementation and expansion of the "China-Africa International Business Center" in Nansha. The Nansha District Government has listed the project as a key priority and an important component of its "15th Five-Year Plan," pledging full support in terms of venue provision, event organization, and external liaison.

Director Huang Zhaojin pointed out that the overriding core task at present is to first build the platform and achieve scale. Only by forming a scale effect can influence be generated, thereby effectively allocating resources. To achieve this goal, the meeting established a three-step strategy for project advancement:

Current Core Task: Build the platform and expand its scale. The annual target is to add 15 new national business centers, bringing the total number of countries with a presence in the business center to 17, including the 2 already completed.

Parallel Activity: While promoting platform construction, concurrently hold small-scale seminars, business forums, and large-scale events to continuously enhance the platform's influence.

Subsequent Focus: Based on the first two steps, the subsequent focus will be on promoting substantial cooperation such as trade transactions, project implementation, and "Two Countries, Twin Parks" initiatives, enabling the platform to achieve self-sustaining capabilities through revenue generation and reinvestment.

Overcoming Challenges and Accelerating Venue Preparation

The meeting reviewed current project progress: two national business centers have been established, and the CCDA Overseas Committee has established direct contacts with multiple African countries including Namibia, Mozambique, Sierra Leone, and Benin. High-level officials such as presidents, prime ministers, and first ladies have expressed intentions to visit or cooperate.

At the same time, the meeting directly addressed the current bottleneck – the office space renovation has not yet been completed, affecting foreign delegations' inspection visits and subsequent investment attraction. Director Huang Zhaojin expressed the hope that Nansha District would expedite the renovation of at least one floor to facilitate the official launching of the center and invitations for foreign delegations. Executive Deputy Head Sun Yong gave a positive response, stating that a renovation plan would be finalized and implementation accelerated as soon as possible to ensure the project is ready for substantive operations.

Nansha as the Core Main Base, Coordinated Development Nationwide

The meeting also discussed the CCDA Overseas Committee's national layout. Besides Nansha, cities including Chongqing, Hangzhou, Jiangsu Province, and Changsha are also actively coordinating. Director Huang emphasized that Nansha, leveraging its position as an international hub in the Greater Bay Area, its comprehensive convention and exhibition facilities, and its maritime shipping advantages to Africa, serves as the core main base for the platform, while other regions will act as coordinating and supplementary hubs.

Strengthening Compliant Operations to Build the "Most Reliable" Platform

After conducting an on-site inspection, Executive Deputy Head Sun Yong stated that the CCDA Overseas Committee is "truly a group of people doing real work," unlike some organizations that merely put up a signboard. This has reinforced the district government's confidence in continuing its support. Director Huang Zhaojin stated that the CCDA Overseas Committee will continue to adhere to compliant operations, cherishing the evaluation from multiple ambassadors as the "most reliable and most authentic" social organization, while remaining vigilant against issues such as tax evasion by overseas Chinese enterprises that could negatively impact the platform's image.

Next Steps

The meeting clarified the next steps:

- The CCDA Overseas Committee Nansha Business Center will promptly produce a venue renovation plan for the Nansha District Government to coordinate and implement.

- The annual target is to add 15 new national business centers.

- A series of seminars, forums, and other events will be held in Nansha, timed with visits by foreign dignitaries.

- Related companies, such as Jiangsu Jingxiangyu Investment Group, will expedite the transfer of their Nansha-related businesses and operations to Nansha.

Director Huang Zhaojin stated: "First, build the stage; then perform the opera. Without platform scale, project implementation lacks weight. The CCDA Overseas Committee will remain steadfast in its confidence and focus, working closely with the Nansha District Government to build the 'China-Africa International Business Center' into a national-level benchmark platform for China-Africa cooperation."
