联筑五方枢纽 共拓丝路商途——俄罗斯、南苏丹、厄立特里亚、尼日利亚、几内亚五国国际商务中心在广州南沙联合启用

2026年8月28日上午,以“联筑五方枢纽·共拓丝路商途”为主题的俄罗斯、南苏丹、厄立特里亚、尼日利亚、几内亚五国国际商务中心联合启用仪式,在广州南沙区横沥镇开建经贸大厦隆重举行。本次活动由中国城市发展联盟海外联合发展工作委员会(以下简称“中城海合会”)联合有关方面共同推动举办。五国驻华使节及商务代表、广东省市区各级领导、商协会负责人、企业家及媒体代表齐聚明珠湾畔,共同见证粤港澳大湾区对外开放平台建设的又一重要时刻。

开幕致辞:五面国旗在明珠湾升起,五个“经贸接口”接入大湾区

仪式伊始,中城海合会主任黄兆锦首先发表致辞。他代表主办方对远道而来的五国驻华使节、商务代表及各界嘉宾表示热烈欢迎。黄兆锦主任在致辞中指出,今天五国商务中心在南沙集中揭牌,“不仅是五面国旗在南沙明珠湾升起,更是五个国家把’经贸接口’插到了粤港澳大湾区最开放的前沿”。

他系统介绍了南沙的枢纽优势与政策禀赋:南沙是《南沙方案》承载地和华南最大综合性枢纽港之一,南沙港已开通外贸航线近180条,其中25条直连非洲;叠加“双15%”税收优惠、“南沙金融30条”、新型离岸贸易以及QFLP/QDLP等跨境投融资便利政策;在国家发改委指导下建设的中国企业"走出去"综合服务基地,海外服务网络覆盖70多个国家。他形象地表示:“企业在这里不是单船出海,而是编队远航。”

黄兆锦主任逐一介绍了五国的合作重点与合作潜力:俄罗斯作为横跨欧亚的经贸大国,让南沙的“朋友圈”自然延展至俄语区与北方市场,能源、粮食、木材、装备制造与本币结算多了一条南线通道;南苏丹在农业、石油服务与基础设施建设领域亟需稳定伙伴;厄立特里亚作为红海西岸重要节点,矿业、渔业与港口经济潜力正在释放;尼日利亚作为西非第一大经济体,能源、农业与数字经济合作空间巨大;几内亚是全球铝土矿版图的关键一环,港口、电力、铁路是中几产能合作的天然场景。他强调:“把四个非洲国家与一个俄语世界代表放在同一个屋檐下,恰恰说明南沙要做的事——不按地理设限,只按需求搭桥。”

面向五国商务中心,黄兆锦主任代表中方作出三项承诺:一是空间共用,提供实体办公、洽谈室、多语种会议及展示区,让各国代表“拎包入驻”;二是服务同享,政策、法律、结汇、物流、海外仓、展会引流等一站式赋能体系五国同等接入;三是成交导向,每季度安排经贸沙龙、国别推介与采购对接,半年看项目库,一年看落地额。他表示:“一块牌匾轻,五国信任重。南沙不靠口号留人,靠航线、靠退税、靠律师和报关员都在楼下留人。”

随后,俄罗斯、南苏丹、厄立特里亚、尼日利亚、几内亚五国驻华使节及商务代表相继致辞。各国代表一致高度评价中方特别是中城海合会为推动双边与多边经贸合作所做的工作,表示五国商务中心落户南沙,是各国深度对接粤港澳大湾区、共享中国高质量发展红利的战略选择,期待依托这一平台,在能源矿产、农业加工、基础设施、数字经济、文化旅游等领域与中国企业开展更深层次、更宽领域的务实合作。

南沙区政府领导在致辞中代表南沙区委、区政府对五国商务中心启用表示热烈祝贺。他表示,南沙正立足湾区、协同港澳、面向世界,加快建设重大战略性平台,将以此次五国商务中心集中入驻为契机,持续完善国际化营商环境,为各国机构和企业提供更优质的服务保障,把南沙打造成为各国商品进入中国、中国企业走向世界的重要门户。

企业代表也在仪式上发言,表示将充分发挥各自在产业运营、跨境贸易、供应链整合方面的优势,借助五国商务中心平台,推动更多可尽调、可签约、可融资的具体合作标的落地见效。

揭牌与签约:从“挂牌”走向“落地”

致辞环节后,与会中外嘉宾共同登台,为俄罗斯、南苏丹、厄立特里亚、尼日利亚、几内亚五国国际商务中心揭牌。现场举行了中国-俄罗斯、中国-南苏丹、中国-厄立特里亚、中国-尼日利亚、中国-几内亚文化旅游商务中心机构的授牌仪式,标志着五国商务中心正式落成运营、喜迎各国机构入驻。

仪式现场还举行了系列重要合作签约:

马尔代夫金枪鱼国家文旅体验馆项目签约。马尔代夫渔业与海洋资源市场推广公司与广东创越实业投资有限公司代表分别签署合作协议,双方将围绕马尔代夫国家海洋文化、金枪鱼产业及文旅体验在华推广开展深度合作,进一步丰富南沙国际商务中心的国别合作内涵。

全球对非汽摩配标杆示范出口基地揭牌。依托南沙完善的港口物流体系与对非航线网络,该基地将打造面向非洲市场的汽车、摩托车配件集散与出口标杆平台,服务中国汽摩配产业链“抱团出海”,进一步擦亮南沙对非经贸合作的金字招牌。

下午议程:走进基地与园区,合作对接走深走实

当日下午,五国使节及商务代表一行赴南沙开展实地考察,先后走进中国企业“走出去”综合服务基地与中非经贸产业园,并举行小型座谈交流会,推动当日合作成果从“签约”走向“落地”。

参观中国企业“走出去”综合服务基地。 嘉宾一行实地了解基地在国家发改委指导下的功能定位与运营情况,详细听取基地在政策咨询、法律支持、跨境投融资、海外仓布局、项目撮合等方面的服务介绍。基地覆盖70多个国家的海外服务网络引起五国代表浓厚兴趣,各国代表纷纷就本国企业进入中国市场、中方企业赴本国投资的对接路径与基地服务团队深入交流。

考察中非经贸产业园。 随后,五国使节及商务代表一行来到中非经贸产业园实地考察。产业园依托广东创越通集团运营载体,聚焦中非贸易全链条服务,已形成集商品展示、仓储物流、供应链金融、跨境电商于一体的产业生态。嘉宾一行参观了园区展厅及功能区域,听取园区规划、产业定位及对非贸易业务开展情况介绍。五国代表在产业园前合影留念,并现场就本国特色产品通过园区平台进入中国市场、园区企业赴本国布局等合作方向进行了初步洽谈。

召开座谈交流会。考察结束后,嘉宾一行与园区运营方、中方企业代表举行小型座谈。座谈会上,五国使节及商务代表分别介绍了本国的投资环境、优势产业与重点合作需求,围绕农产品进口、矿业开发、汽摩配出口、电商仓储、文化旅游、本币结算等具体议题与中方企业代表一对一深入交流,现场达成多项初步合作意向。各方一致同意以五国商务中心为常设纽带,建立常态化沟通对接机制,推动更多务实合作项目在南沙落地生根。

携手共绘丝路合作新篇章

本次五国国际商务中心联合启用,是中城海合会深入落实中非合作论坛成果、服务“一带一路”高质量建设的又一务实举措。中城海合会将继续发挥平台职能与资源优势,持续推进非洲建交国免关税政策落地及人民币结算贸易安排,助力更多国家商务机构入驻南沙,推动更多合作项目从“签约”走向“落地”,为构建新时代全天候中非命运共同体、共绘丝路商途新画卷贡献力量。

Jointly Building a Five-Party Hub, Expanding Silk Road Commerce
——International Business Centers of Russia, South Sudan, Eritrea, Nigeria, and Guinea Jointly Launched in Nansha, Guangzhou

On the morning of August 28, 2026, the joint inauguration ceremony for the International Business Centers of Russia, South Sudan, Eritrea, Nigeria, and Guinea was held at the Kaijian Economic and Trade Building in Hengli Town, Nansha District, Guangzhou, under the theme "Jointly Building a Five-Party Hub, Expanding Silk Road Commerce." The event was jointly promoted by the Overseas Joint Development Working Committee of the China City Development Alliance (hereinafter referred to as "CCDA Overseas Committee") and relevant partners. Diplomatic envoys and business representatives from the five countries, leaders from Guangdong Province, Guangzhou City, and Nansha District, heads of business associations, entrepreneurs, and media representatives gathered by the Pearl River's Mingzhu Bay to witness another milestone in the development of an open platform in the Guangdong-Hong Kong-Macao Greater Bay Area.

Opening Address: Five National Flags Rise at Mingzhu Bay, Five "Economic and Trade Interfaces" Connect to the Greater Bay Area

In his opening speech, Huang Zhaojin, Director of the CCDA Overseas Committee, extended a warm welcome to the diplomatic envoys, business representatives, and guests from the five countries. He noted that the joint launch of the five business centers in Nansha "is not only about raising five national flags at Mingzhu Bay, but also about five countries plugging their 'economic and trade interfaces' into the most open frontier of the Guangdong-Hong Kong-Macao Greater Bay Area."

He systematically outlined Nansha's strategic advantages and policy endowments: Nansha is a key hub under the Nansha Plan and one of South China's largest comprehensive ports, with Nansha Port operating nearly 180 foreign trade routes, 25 of which directly connect to Africa. These are complemented by the "dual 15%" tax incentives, the "Nansha Financial 30 Measures," new offshore trade policies, and cross-border investment facilitation mechanisms such as QFLP/QDLP. Additionally, under the guidance of the National Development and Reform Commission (NDRC), a comprehensive service base for Chinese enterprises "going global" has been established, with an overseas service network covering over 70 countries. He vividly remarked, "For businesses here, it is not about setting sail alone, but about sailing in a fleet."

Director Huang then detailed the cooperation priorities and potential of each of the five countries: Russia, as a major Eurasian economic power, naturally extends Nansha's network to Russian-speaking regions and northern markets, providing an additional southern corridor for energy, grain, timber, equipment manufacturing, and local currency settlement; South Sudan urgently needs reliable partners in agriculture, oil services, and infrastructure; Eritrea, as a key node on the western coast of the Red Sea, holds untapped potential in mining, fisheries, and port-related economy; Nigeria, as West Africa's largest economy, offers vast opportunities in energy, agriculture, and digital economy; Guinea is a critical link in the global bauxite landscape, with natural synergies for China-Guinea cooperation in ports, power, and railways. He emphasized: "Putting four African nations and one representative from the Russian-speaking world under the same roof underscores what Nansha aims to do—not bound by geography, but driven by demand."

Director Huang made three commitments on behalf of the Chinese side to the five business centers: First, shared space—providing office space, meeting rooms, multilingual conference facilities, and exhibition areas, allowing representatives from each country to "move in with just a suitcase"; second, shared services—offering a one-stop support system covering policy, legal, currency exchange, logistics, overseas warehousing, and trade show facilitation, equally accessible to all five nations; third, results-oriented—organizing quarterly economic and trade salons, country-specific promotions, and procurement matchmaking, with project pipelines reviewed every six months and implementation value assessed annually. He concluded: "A plaque may be light, but the trust of five nations is heavy. Nansha does not retain people with slogans—it retains them with shipping routes, tax rebates, and having lawyers and customs brokers right downstairs."

Subsequently, diplomatic envoys and business representatives from Russia, South Sudan, Eritrea, Nigeria, and Guinea delivered speeches. All representatives highly praised the work of the Chinese side, particularly the CCDA Overseas Committee, in promoting bilateral and multilateral economic cooperation. They stated that the establishment of the five business centers in Nansha represents a strategic choice for their countries to deeply align with the Greater Bay Area and share in China's high-quality development dividends. They expressed expectations to leverage this platform to deepen and broaden pragmatic cooperation with Chinese enterprises in energy, minerals, agricultural processing, infrastructure, digital economy, culture, and tourism.

A Nansha district government official, on behalf of the Nansha District Committee and Government, extended congratulations on the launch of the five business centers. He stated that Nansha is accelerating the development of a major strategic platform, rooted in the Greater Bay Area, in collaboration with Hong Kong and Macao, and with a global outlook. The cluster launch of these five centers will further enhance Nansha's international business environment, providing robust support for institutions and enterprises from all countries, and positioning Nansha as a key gateway for global goods entering China and for Chinese enterprises going global.

Corporate representatives also spoke, expressing their commitment to leveraging their strengths in industrial operations, cross-border trade, and supply chain integration to facilitate the implementation of specific, investable, and bankable cooperation projects through the platform of the five business centers.

Unveiling and Signing: From "Inauguration" to "Implementation"

Following the speeches, Chinese and foreign guests jointly took the stage to unveil the International Business Centers of Russia, South Sudan, Eritrea, Nigeria, and Guinea. The ceremony also included the official plaque presentation for the China-Russia, China-South Sudan, China-Eritrea, China-Nigeria, and China-Guinea Culture, Tourism, and Business Centers, marking the formal launch of the five centers and the arrival of their respective country institutions.

Several key cooperation agreements were signed on-site:

§ Maldives Tuna National Cultural and Tourism Experience Center Project: Representatives from the Maldives Fisheries and Marine Resources Marketing Company and Guangdong Chuangyue Industrial Investment Co., Ltd. signed cooperation agreements to jointly promote Maldivian marine culture, the tuna industry, and cultural tourism experiences in China, further enriching the country-specific cooperation scope of the Nansha International Business Center.

§ Global Benchmark Export Base for Auto and Motorcycle Parts to Africa: Leveraging Nansha's comprehensive port logistics system and African route network, this base aims to establish a benchmark platform for the distribution and export of automotive and motorcycle parts to African markets, facilitating the collective "going global" of China's auto and motorcycle parts industry chain and further enhancing Nansha's standing in China-Africa economic cooperation.

Afternoon Agenda: Site Visits and Deepened Cooperation

In the afternoon, the diplomatic envoys and business representatives from the five countries conducted field visits in Nansha. They toured the Comprehensive Service Base for Chinese Enterprises "Going Global" and the China-Africa Economic and Trade Industrial Park, followed by a small symposium aimed at transitioning the day's achievements "from signing to implementation."

Visit to the Comprehensive Service Base for Chinese Enterprises "Going Global" – The delegation learned about the base's functional positioning and operations under the NDRC's guidance, receiving briefings on its services in policy consultation, legal support, cross-border investment and financing, overseas warehouse deployment, and project matchmaking. The base's overseas service network covering over 70 countries sparked strong interest among the representatives, who engaged in in-depth discussions with the base's service team on access pathways for their own enterprises entering the Chinese market and for Chinese enterprises investing in their countries.

Visit to the China-Africa Economic and Trade Industrial Park – The delegation then toured the industrial park, operated by Guangdong Chuangyuetong Group and focused on full-chain China-Africa trade services, having developed an integrated ecosystem encompassing product exhibitions, warehousing and logistics, supply chain finance, and cross-border e-commerce. The guests toured the exhibition halls and functional areas and received briefings on the park's planning, industrial positioning, and business development in Africa. Representatives took group photos in front of the park and conducted preliminary discussions on bringing their countries' specialty products into the Chinese market through the park and on opportunities for park enterprises to invest in their respective countries.

Symposium – Following the visits, the delegation held a symposium with park operators and Chinese enterprise representatives. The envoys and business representatives from the five countries respectively introduced their investment environments, advantageous industries, and key cooperation needs. They engaged in one-on-one exchanges with Chinese counterparts on specific topics such as agricultural imports, mining development, auto and motorcycle parts exports, e-commerce warehousing, cultural tourism, and local currency settlement. Multiple preliminary cooperation intentions were reached on-site. All parties agreed to use the five business centers as a permanent liaison mechanism, establishing regular communication and coordination to promote the implementation of more pragmatic cooperation projects in Nansha.

Jointly Writing a New Chapter of Silk Road Cooperation

The joint launch of the five International Business Centers represents another pragmatic step by the CCDA Overseas Committee in advancing the outcomes of the Forum on China-Africa Cooperation (FOCAC) and supporting the high-quality development of the Belt and Road Initiative. The CCDA Overseas Committee will continue to leverage its platform functions and resources, actively promote the implementation of tariff-free access for African LDCs and RMB settlement trade arrangements, encourage more countries to establish business offices in Nansha, and facilitate the transition of more cooperation projects from signing to implementation, contributing to the building of a new-era all-weather China-Africa community with a shared future and a new chapter of Silk Road commerce.
