近日，中国城市发展联盟海外联合发展工作委员会（以下简称“中城海合会”）主任黄兆锦率工作组在北京、广州两地开展了一系列高规格对非合作交流活动。期间，黄兆锦主任陪同刚果（金）驻华大使考察粤港澳大湾区重点合作项目，并先后拜会多哥共和国、布基纳法索驻华使馆，就共建商务合作中心、深化双边经贸往来及推动多领域务实合作达成广泛共识，取得丰硕成果。
聚焦湾区核心引擎 助推非洲国家商务中心落户南沙
2026年7月16日，黄兆锦主任陪同刚果（金）特命全权驻华大使弗朗索瓦·巴卢穆内（François Balumuene Nkuna）阁下一行，联合几内亚参赞及驻广州总领馆官员，实地调研粤港澳国际合作商务中心、南沙智慧码头及广州汽车港等重点示范项目。此次调研旨在落实非洲多国商务代表入驻广州南沙区的筹备工作，加速中非经贸合作平台实体化落地。考察期间，巴卢穆内大使对相关项目设施表现出浓厚兴趣，并亲身体验了国宾护卫摩托，现场气氛热烈融洽，展现了中非友好的深厚情谊。

黄兆锦主任指出，南沙区作为粤港澳大湾区的核心枢纽，是对非经贸合作的重要门户阵地。中城海合会正积极推进非洲建交国免关税政策落地及19国人民币结算贸易安排，旨在为非洲国家企业入驻南沙提供便利化的金融支撑与贸易服务，携手非洲伙伴共享发展机遇，实现互利共赢。

拜会多哥驻华使馆 共绘商务合作中心建设蓝图
2026年7月21日，黄兆锦主任一行拜会多哥共和国驻华大使馆，与临时代办奇拉巴洛（Mr. Karbou Manzi Tchilabalo）举行工作会谈。黄兆锦主任代表中城海合会发出正式邀请，提议多哥共和国共建商务合作中心，并分别入驻广州南沙区和重庆沙坪坝区国际合作平台。

奇拉巴洛代办对此予以积极回应，高度评价中城海合会的合作提议，表示将尽快启动国内报批程序。他透露，多哥驻华大使馆与多哥国家投资局正筹备组织50人商务考察团赴多哥实地考察，并计划在洛美等地举办4至5场投资论坛。代办先生特别提出，期待在多哥总统访华并与习近平主席会晤后，中方代表团能随总统返程团组访问多哥，进一步深化双边战略对接。黄兆锦主任表示，中城海合会将积极响应，拟于今年12月组织代表团出访西非，与多哥使馆携手推动中多合作迈向新台阶。
拜会布基纳法索驻华大使 深化卫星技术及多领域合作
同日，黄兆锦主任一行拜会布基纳法索驻华大使毕达伍（BITIE DAOUDA）阁下。双方重点围绕两国卫星合作项目进行深入交流，黄兆锦主任详细汇报了项目阶段性进展。同时，中城海合会正式邀请布基纳法索共建商务合作中心，入驻广州南沙及重庆沙坪坝平台。
毕达伍大使对合作提议给予充分肯定，表示近期将赴广州开展公务活动，届时将专程前往南沙区实地考察商务中心建设情况。大使阁下强调，布基纳法索坚定支持对华各领域合作，愿与中城海合会一道，推动中布经贸合作行稳致远，为两国友好关系注入强劲动力。

Deepening Pragmatic Cooperation and Empowering the China-Africa Community with a Shared Future
—Director Huang Zhaojin of the CCDA Overseas Committee Leads a Delegation for a Series of Exchange Activities with Africa
Recently, Mr. Huang Zhaojin, Director of the Overseas Joint Development Working Committee of the China City Development Alliance (hereinafter referred to as the “CCDA Overseas Committee”), led a working group to conduct a series of high-level exchange activities related to China-Africa cooperation in Beijing and Guangzhou. During this period, Director Huang accompanied the Ambassador of the Democratic Republic of the Congo (DRC) to China to inspect key cooperation projects in the Guangdong-Hong Kong-Macao Greater Bay Area. He also paid successive visits to the Embassies of the Republic of Togo and Burkina Faso in China. The parties reached extensive consensus on co-building business cooperation centers, deepening bilateral economic and trade exchanges, and promoting pragmatic cooperation in multiple fields, yielding fruitful results.
Focusing on the Core Engine of the Bay Area and Facilitating the Settlement of African Nations’ Business Centers in Nansha
On July 16, 2026, Director Huang Zhaojin accompanied a delegation led by H.E. François Balumuene Nkuna, Ambassador Extraordinary and Plenipotentiary of the DRC to China. Together with the Counselor of Guinea and officials from the Consulate General in Guangzhou, they conducted on-site inspections of key demonstration projects such as the Guangdong-Hong Kong-Macao International Cooperation Business Center, Nansha Smart Port, and Guangzhou Auto Port. This inspection aimed to implement the preparatory work for the stationing of business representatives from multiple African countries in Nansha District, Guangzhou, and to accelerate the physical implementation of the China-Africa economic and trade cooperation platform. During the visit, Ambassador Balumuene showed keen interest in the facilities of the relevant projects and personally experienced the state guest escort motorcycle. The atmosphere on site was warm and harmonious, showcasing the profound friendship between China and Africa.
Director Huang pointed out that as a core hub of the Greater Bay Area, Nansha District serves as a vital gateway for China-Africa economic and trade cooperation. The CCDA Overseas Committee is actively promoting the implementation of duty-free policies for African nations with diplomatic ties to China and trade settlement arrangements in RMB for 19 countries. This aims to provide convenient financial support and trade services for African enterprises settling in Nansha, joining hands with African partners to share development opportunities and achieve mutual benefit and win-win results.
Paying a Visit to the Togolese Embassy to Co-Draw the Blueprint for Business Cooperation Centers
On July 21, 2026, Director Huang Zhaojin and his delegation visited the Embassy of the Republic of Togo in China and held a working meeting with Mr. Karbou Manzi Tchilabalo, the Chargé d’Affaires ad interim. On behalf of the CCDA Overseas Committee, Director Huang extended a formal invitation to co-build business cooperation centers with the Republic of Togo, proposing that they be stationed in the international cooperation platforms in Nansha District, Guangzhou, and Shapingba District, Chongqing, respectively.
Chargé d’Affaires Tchilabalo responded positively, highly commending the CCDA Overseas Committee’s cooperation proposal and stating that he would initiate the domestic approval process as soon as possible. He revealed that the Togolese Embassy in China and the Togo National Investment Agency are preparing to organize a 50-person business delegation to visit Togo for on-site inspections and plan to hold four to five investment forums in Lomé and other locations. The Chargé d’Affaires specifically proposed that following the Togolese President’s visit to China and his meeting with President Xi Jinping, a Chinese delegation could visit Togo with the President’s return delegation to further deepen bilateral strategic alignment. Director Huang expressed that the CCDA Overseas Committee would respond actively and plans to organize a delegation to visit West Africa this December, working hand in hand with the Togolese Embassy to elevate China-Togo cooperation to a new level.
Paying a Visit to the Ambassador of Burkina Faso to Deepen Satellite Technology and Multi-field Cooperation
On the same day, Director Huang and his delegation visited H.E. Bitie Daouda, Ambassador of Burkina Faso to China. The two sides conducted in-depth exchanges focusing on satellite cooperation projects between the two countries, and Director Huang reported in detail on the phased progress of the projects. Meanwhile, the CCDA Overseas Committee formally invited Burkina Faso to co-build business cooperation centers and station them in the Nansha, Guangzhou, and Shapingba, Chongqing platforms.
Ambassador Daouda spoke highly of the cooperation proposal, stating that he will travel to Guangzhou for official duties in the near future and will make a special trip to Nansha District to inspect the construction of the business center. His Excellency the Ambassador emphasized that Burkina Faso firmly supports cooperation with China in various fields and is willing to work together with the CCDA Overseas Committee to promote steady and long-term China-Burkina Faso economic and trade cooperation, injecting strong impetus into the friendly relations between the two countries.
Conclusion
Director Huang stated that the CCDA Overseas Committee will always uphold the principle of “sincerity, real results, amity and good faith” in its cooperation with Africa. By fully playing the role of a bridge and bond, and relying on the two major business centers in Nansha, Guangzhou, and Shapingba, Chongqing, the Committee will provide one-stop and comprehensive service guarantees for African countries’ economic and trade activities in China. This will assist in implementing the outcomes of the Forum on China-Africa Cooperation (FOCAC) and contribute positively to building a China-Africa community with a shared future in the new era.
